CIPHER, Center for Indonesian Property, Humanity, and Economic Research, is an independent research, advisory, data analytics, and capacity building institution based in Jakarta, Indonesia.
CIPHER operates under the legal entity Yayasan Riset Properti Ekonomi dan Kemanusiaan, a foundation formally approved by the Ministry of Law and Human Rights of the Republic of Indonesia through Decree Number AHU-0010373.AH.01.04 Tahun 2024. The foundation was established based on Notarial Deed Number 01 dated 8 July 2024 and legally approved on 8 July 2024.
We bring together multidisciplinary expertise in property research, valuation advisory, public finance, regional economics, MSME development, health and stunting studies, ESG, geospatial analysis, artificial intelligence, and policy evaluation.
We believe that data, research, and human-centered analysis should not remain only within academic reports. They must be translated into practical solutions.
CIPHER is governed by a foundation structure consisting of the Board of Trustees, Board of Management, and Board of Supervisors. This governance structure reflects our commitment to institutional accountability, professional integrity, and responsible knowledge production.
We serve public institutions, local governments, state-owned enterprises, private companies, development agencies, universities, civil society organizations, and communities. CIPHER stands for more than research — it represents a commitment to building knowledge that is useful, inclusive, and transformative.
