Ekonomi dilaporkan tumbuh rata-rata 5% setiap tahun tapi jumlah kelas menengah mengalami laju penurunan. kelompok yang selama ini menjadi tulang punggung konsumsi domestik justru mengalami tekanan yang semakin berat, yaitu masyarakat kelas menengah. Mereka bukan kelompok miskin yang menerima berbagai bantuan sosial. Mereka juga bukan kelompok kaya yang memiliki bantalan aset dan investasi yang besar. Kelas menengah berada di tengah-tengah, menjadi mesin konsumsi, pembayar pajak terbesar, sekaligus kelompok yang paling rentan mengalami penurunan status ekonomi saat terjadi guncangan.
